农地流转市场存在的问题及完善对策研究——基于浙江省嵊州市的实证分析

Research on Some Measures Required for the Issues of Agricultural Land Transfer Market——Based on Empirical Analysis of Shengzhou City,Zhejiang Province

培育农地流转市场对健全农村市场体系、促进经济发展具有极其重要的作用。通过对浙江省嵊州市农地流转的实地考察,总结出影响农地流转市场发育的主要因素有:(1)农地流转价格较低,农地市场驱动力不足;(2)农地供给不足,供给市场发育缓慢;(3)有效需求不足,供需市场发育失衡;(4)流转机制建设滞后,中介服务功能薄弱;(5)政府行为不规范,农地流转市场管理滞后。应从法律法规、市场机制、社会保障体系和政府等层面着手培育和完善农地流转市场。

By means of on-the-spot examination in Shengzhou City,Zhejiang Province,this paper summarized the major factors which influenced the growth of agricultural land transfer market.The major factors include:lower transfer price and lack of market driving force,insufficient supply and slow growth of supply market,lack of effective demand and imbalance between supply and demand market growth,lagged transfer mechanism and weak intermediary services,non-standard government behavior and lag in transfer market management.Therefore,it is suggested that cultivating and improving the transfer of agricultural land market should start with laws and regulations,market mechanism,social security system,and government functions.
