经修订的《中华人民共和国内河船舶船员适任考试和发证规则》(简称《2010内河船员规则》)已于2010年5月27日经交通运输部第5次部务会议通过,并于2011年1月1日起施行。为便于公众更好地理解新规则的有关内容,本刊特邀交通运输部海事局副局长郑和平就规则修订的相关内容进行解读。
