农民生产服务合作社的发展和运行机制分析——基于江苏省的调查

Analysis on the Development and Operational Mechanism of Farmers' Producer Service Cooperative: Based on the Investigation in Jiangsu Province

本文以江苏省为例,通过典型调查和案例分析对近年来我国农村出现的农机、植保等生产服务合作社的发展状况、服务模式、运行机制和存在问题进行了系统研究。建立适应市场需求的运行机制和服务模式是生产服务合作社快速发展的关键;各类服务合作社具有组织农民、服务农民的制度优势,对于我国粮食安全、农村经济发展和农民增收都具有重要意义;面临市场和要素的双重约束,发挥基层农技部门和村委会的资源和组织优势领办合作社是加快生产服务合作社发展的有效途径。

By investigating the cases in Jiangsu Province,this paper systematically analyzes the development conditions,service model,operational mechanism and existing problems of farmers' producer service cooperative,which provides services such as agricultural machinery and plant protection during farmer's production.It has been revealed that the key to develop farmers' producer service cooperative is to establish the operational mechanism and service model according to the need of market.The cooperative of this sort has the advantages of organizing and serving farmers,which will play an important part in enhancing food security,developing rural economic and increasing farmer's incomes in China.With the twin constrains of marketing and elements,the effective way to develop such cooperative is that agricultural technology sector and village committee will take the lead to establish the cooperative by making use of resources and organizational dominance in the hands of those departments.
