Simple Analysis of Mill's Democratic Thoughts

密尔的理论中,存在两种对民主政治本质不同的看法,一种是强调专家行政的代议民主,一种是强调公民参政的参与民主.密尔的民主思想有其"一以贯之"的主旨:即在民主力量必将成为主导性社会力量的时代背景下,试图通过强调精英的作用,来对抗大众占主导地位的力量,以保持社会力量的平衡,并且通过精英来引导民主的发展方向,以达到教育选民、提升民主品质的目的.

In Mill’s theory,there are two views about the essence of democratic politics,one of which is that emphasize the representative democracy of administrative experts and the other emphasizes the participatory democracy of citizens＇ participation in government administration.Mill’s democratic thoughts has a consistent theme： namely,under the ground of the fact that democratic forces are bound to become the leading social forces,it attempts to lay emphasis on the elite so as to be against the forces with the public as the leading role and keep the social forces in balance.It also attempts to lead the developmental direction of democracy in order to select talented people through education and improve the democratic quality.
