试论“共和”话语与“大国善治”

On the Meanings of "Republic" and "the Running of Big Countries Through Wise Means"

在当代政治语境下,"共和"不止是一种政体,其话语精髓在于它对政治生活"公共性"的由衷关切,即:对于制度构架,注重"治道的多元共谋";对于社会生活,强调彰显公民美德、消除怨恨、崇尚宽容、相互协商、达成妥协,营造和谐公民文化氛围。这在"民主"已取得话语霸权的后革命时代,是真正实施"大国善治"的强力助推器。

IIn the present political context,the word ＂republic＂ does not only refer to a governmental form;the essence of the word lies in the deep-felt concern over the publicity of political life.In governing structure,it stresses the co-participation of multi-forces,while in social life,it advocates the promotion of civilian virtues,elimination of hatred,encouragement of tolerance,compromise through discussions and the creation of a harmonious social environment.In a post-revolution era where the word democracy has gained linguistic hegemony,the word republic is indeed a boosting force in implementing ＂the governing of big countries through wise means＂.
