中国特大城市社会治理模式及机制重建策略

The Reconstruction of Social Governance Mode and Mechanism for China's Metropolitan

国际大都市或特大城市是世界人口、社会活动的重要聚集空间,安全、有序、文明成为国际大都市社会发展的基本需求。良好的社会治理,必须拥有一套相对完善的治理机制。而我国的上海、北京、广州等一些特大城市在社会治理方面存在着诸多问题与挑战,诸如政府的治理思维存在路径依赖、社会治理结构失衡、社会差距威胁社会稳定、社会参与不够、利益表达渠道不畅、文化多元化程度不够等。特大城市社会治理机制应当从治理主体结构、社会服务机制、社会协商机制、利益表达机制、社会平衡机制、社会服务机制、文化融合机制、危机应对机制等方面的重建着手。

Economic globalization,capital market,cultural diversity and urbanization is the dominant trend of the development of human society.The international metropolis is the important space of world＇s population and social activity.safe,orderly and civilizationis the basic needs for an international metropolis.Based on the principle of city social governance,this paper analyses the social governance challenge,then puts forward some ideas of social control,management pattern and governance mechanism.
