It＇s a policy tool that the government ST input fosters emerging industries to adjust the stucture of industries.When we evaluate the ST input,the efficiency and effectiveness criterion should be chose and we should focus on the objective,cost-income balance and innovation performance.This paper establishes a series of method,model and index to evaluate the effectiveness of government ST input to foster emerging industries.Finally,it is used to evaluate the effectiveness on the 863 program to foster hi-tech industries and international comparison.
