我国小城镇发展正在走向城乡经济社会发展一体化新格局的重要转折时期,必须走以人为本的科学发展之路。文章在分析小城镇传统发展战略及局限的基础上,提出并论证了我国小城镇今后一个时期科学发展的指导思想、战略目标,认为小城镇科学发展战略的核心要贯彻以人为本,并在战略重点和战略实施中论述了如何实现以人为本这一核心。
