经济学成本理论视角下的强制隔离戒毒工作

强制隔离戒毒措施是目前最有效的一种戒毒措施,强制隔离戒毒的最大社会效益是实现强制隔离戒毒人员的顺利康复回归,也是强制隔离戒毒工作的最终目标。在经济学成本理论的视角下,从强制隔离戒毒成本的概念、成本的构成着手,重点分析强制隔离戒毒成本函数,进一步弄清楚总成本、平均成本和边际成本之间的关系。从而得出实现强制隔离戒毒工作良性发展的四点启示即树立公正廉洁执法意识,切实做到依法管理;建设"节约型场所",努力降低会计成本;加强成本预算工作,提高工作效能;提高强制隔离戒毒工作效果,实现戒毒康复目标。

Compulsory drug treatment are currently the most effective measure to treat the drug users.the biggest social benefits are the reintegration of the drug users after treatment,and it＇s the ultimate goal of the compulsory treatment as well.From the perspective of economics cost theory,the discussion begins with the concept and components of the cost,and pays more attention to the some indicators of the treatment＇s cost.Moreover,we have to further clarify the relationship among total cost,average cost and marginal costs.Thus we have gained four tips to improve the treatment.Namely,to build awareness of law enforcement with integrity;to establish economy centers to reduce costs;to reinforce the budgets of costs;to Improve the efficiency of the treatment.
