摘要
"较大的市"是指《立法法》中规定的"省、自治区的人民政府所在地的市、经济特区所在地的市和经国务院批准的较大的市"。它们是享有地方立法权的主体。然而,自"较大的市"享有立法权以来,关于"较大的市"立法权的配置一直备受争议。对"较大的市"进行立法权的配置,有利有弊。为了使其立法权发挥更大的作用,应该对"较大的市"立法权的配置从主体和权限的层面进行改进。
＂Larger city＂ refers to the seat of the city of autonomous regions,the seat of special economic zone,and larger cities approved by the State Council,which is stipulated in The Law of Legislation.The larger cities are the main bodies to enjoy authority of local legislation.however,since the ＂larger city＂ have been endowed the authority,there are a lot of arguments on it.To make its legislative power play fully,its authority of legislation should be improved from the aspects of main bodies to extent of authority.
