公共性是马克思主义哲学作为"时代精神的精华"的应有之义。公共性是历史的产物,它是建立在每个社会成员的个性基础上的,公共利益形成了公共性的重要前提。公权私用、行政性垄断等公共性的缺失影响以人为本的实现。坚持公共性,加强公共理念建设,以公共服务为方向,以科学发展观作为解决公共性和公权私用等社会问题,提高党的执政能力,建设公共服务型政府,这样以人为本才能实现。

Publicness should be the meaning of Marxist philosophy as ＂the essence of the spirit of the times＂. Publicness is the result of history. It is based on the individuality of every member of society and public interests is an important prerequisite of publicness. Private use of public rights, adimistrative mo- nopoly etc. and other forms of lack of publicness affect the realization of people-orientedness. Only by upholding publicness, intensifying the construction of public idea, taking public service as a direction, solving social problems like private use of public rights by means of scientific outlook on development, improving our party＇s governing capability, building a public-service type of government can be realize people-orientedness.
