知识资本与中小企业发展研究——兼评“中小企业融资难”命题的真伪

Knowledge Capital and Development of SMEs:A Comment on Authenticity of the Financing Trouble of SMEs

企业规模大小的差别,在于企业注册资本的高低和销售收入市场份额的多少。中小企业的本质特征是注册资本少、生意小,营业收入少。中小企业占中国企业总数的99%以上的数据,不够真实。中小企业融资难命题难以成立。我国小企业最缺少的是知识资本,大中型企业最缺少的是技术资本;技术、信息和知识,已成为现代企业的核心资本。金融政策难以解决中小企业的融资难问题。政府收购和参股,以及优化小企业要素资本结构,则是解决小企业融资难及促进其可持续发展的根本出路。

The difference of businesses is in registered capital,sales revenue and market share.The basic features of small and medium-sized enterprises（SME） are that they have less registered capital,small-scale businesses and few sales.The data that SMEs account for over 99% of Chinese enterprises is not true,nor is the statement that SMEs have financing trouble.Small-sized enterprises lack knowledge capital,while large and medium-sized enterprises technical capital.Technology,information and knowledge have become the core capitals of modern enterprises.Financial policy cannot solve the financing trouble of SMEs.The solution to the problems of SEs financing trouble and sustainable development lies in government purchasing and equity participation,and the optimization of essential factor capital structure.
