摘要
本文分析了义务教育阶段教师绩效工资政策实施中存在的部分县(区)义务教育教师绩效工资不到位,欠发达地区教师绩效工资偏少,农村教师补贴标准偏低,绩效工资监管机制不健全等问题。针对这些问题,笔者提出,绩效工资实行分项目、按比例分担,提升农村教师补贴承担责任,提高农村教师补贴标准,创新义务教育学校教师绩效工资监管机制。
This article analyzes the problems of the policy on the teachers' Merit Pay in the compulsory education schools:the teachers' Merit Pay in some counties can't be fully attained; the amount of the teachers' Merit Pay is too small; the standard of the rural teachers' subsides is too low and the supervision mechanism is incomplete. To solve these problems,the author suggests that the teachers' Merit Pay should be assumed by the program and proportion,and we should increase the responsibility for rural teachers' subsidies,improve the standard for rural teachers' subsidies,and create the supervision mechanism of the teachers' Merit Pay in the compulsory education schools.
