南京国民政府时期国民党地方新军阀的县级行政设计——以四川防区制下的县级行政为个案

The project of county administration by Guomindang Party’s Local New Warlords in the period of Nanking National Government of the Republic of China——based on the case of county administration under the defense area system in Sichuan province

南京政府时期四川防区制下的县级行政,被以刘湘为代表的新军阀当局改造为军事贡役体制下的战争勤务工具,正常的民事行政职能因军事当局对团防工作和战争勤务的重点强化而萎缩。虽然四川新军阀当局县政设计的本意背离地方自治精神,但在敷衍南京中央政府地方自治建议的同时,新军阀当局通过积极推行户口清查和基层政权的组建,充分实现了对社会资源的最大限度控制和对基层团防的改造与利用。

The county administration under the defenee area system in Siehuan province in the period of Nanking National Government of Republic of China was remolded as war service facility by Liu Xiang＇ s new warlord authorities under its military tribute and tax system, which accordingly resulted in the contraction of regular civil function. Liu Xiang authorities＇ county administration project, on one hand, deviated from local autonomy principle and however, on the other hand, dominated social resource at the most measure and made most use of defense corps by practicing census and organizing grassroots＇ level powers as practicing trickery to Nanking National Government＇ s administrative advice on local autonomy.
