后哥本哈根时代我国低碳经济发展的三维分析——兼论低碳咨询业的作用和前景

Three-dimensional Analysis of Low-carbon Economic Development in China and Analysis of the Role and Prospects of Low-carbon Consulting in the Post-copenhagen Era

哥本哈根会议之后,发展低碳经济在全世界范围内达成共识。我国政府提出了到2020年单位GDP二氧化碳排放比2005年下降40%～45%的总体目标,为了更好更快地实现这一目标,必须从政策、资本、技术这3个维度共同推进低碳经济的发展。首先,从这3个层面分析了我国发展低碳经济的现状以及前景,提出低碳咨询业是低碳经济发展的关键纽带;然后,分析了我国低碳咨询业的发展现状,指出其规模小、发展水平低,没有发挥其本应该发挥的作用;最后,结合国外低碳咨询业发展的最新趋势,为我国低碳咨询业的发展提出了建议。

After the Copenhagen Meeting,the development of the low-carbon economy reached extensive consensus around the world.The Chinese Government has planned to decrease the CO2 emissions by 2020,down 40%~50 %from 2005.In order to achieve this objective better and faster,policy,capital and technology are the three dimensions to accelerate the development of low-carbon economy.This paper begins with the analysis of the current status and the developing prospect of China’s low-carbon economy,based on the three aspects mentioned above,and brings up the viewpoint that low-carbon consulting is supposed to be the key of the development of low-carbon economy.Then the paper analyzes the current status of China’s low-carbon consulting,indicating that the low-carbon consulting doesn’t play a positive role because of its small scales and low level of development.The final part of this paper combines the latest trends in low-carbon consulting abroad,and brings up the proposal for China’s low-carbon consulting.
