制度变迁视角下的城市政府发展可再生能源的政策研究 被引量:2

摘要 首先根据制度变迁理论分析了城市政府促进可再生能源发展的政策需求,包括制度环境的变迁、行动团体的缺失、城市政府的领导者对可再生能源预期收益的认识发生了变化等制度需求。然后基于上述分析,分别从制度变迁的需求和供给层面详细地探讨了城市政府在促进可再生能源发展上的政策。在制度需求层面,政府可以运用自己的力量促进相对产品和要素价格、技术、市场规模等因素的变化,从而影响制度变迁;在制度供给层面,政府可以利用自身的优势,以较低的成本快速地实施制度供给,解决可再生能源政策制度短缺的问题。 This paper first analyses policy demand of city government to promote the development of renewable energy according to theory of institutional change.Including institutional changes in the environment,lack of action group,the city government leader's understanding of renewable energy expected earnings is being changed.Based on the above analysis,we discuss the city government's policy in promoting the development of renewable energy from the perspective of demand and supply of institutional change.On the institutional demand level,the government can use their own resources to promote the change of product and factor price,technology and the size of the market,thereby affecting the institutional changes.On the institutional supply level,the government can make use of their own advantages to implement institutional supply rapidly at a lower cost,in order to solve the problem of shortage of renewable energy policy.
