中国碳金融的发展与建设是一个系统工程,必须从系统学的高度把碳金融体系的建立与完善放到国家战略发展的层次,从碳金融环境体系、碳金融调控体系、碳金融监管体系、碳金融组织体系、碳金融市场体系、碳金融业务体系和碳金融工具体系7个子系统来构建我国的碳金融体系,争取国际碳交易定价的主动权和碳交易计价结算货币的参与权,推进人民币国际化进程,在21世纪的世界经济舞台上拥有更多的话语权和决定权。

This paper believes the development and construction of carbon finance is a systems engineering in China,China must establish and improve the carbon financial system from the system＇s high degree of national strategy development,China should build the carbon financial system from the carbon financial environment system,the financial carbon control system,the carbon financial regulatory system,the carbon financial organization system,the carbon financial market system,the carbon finance business system and the carbon financial instruments system,China must have more rights to speak and decide in the for the carbon trading prices and settlement currency,promote the process of internationalization of RMB,so China will have more voice and decision on the world economic stage in the 21st century.
