我国实施林业分类经营的难题及其对策

CLASSIFICATION BASED FORESTRY DEVELOPMENT IN CHINA AND COUNTERMEASURES

实施林业分类经营过程中,在总体规划、目的树种选择、投资规范等方面存在难题,制约了林业分类经营的顺利实施。要解决这些难题,首先必须正确认识林业分类经营的内容及实施条件;其次必须依照林业可持续发展的战略部署,按地域和环境要求,制定出经营规划,分步骤、有层次地推进;第三,必须加强科学研究和新技术推广,提高林业的科技含量。通过以上对策解决难题,形成具有我国特色的林业分类经营新格局。

There exist some problems,such as general plan,species selection and in- vestment and etc;which constrain forest classification implementation.The problems should be solved,first,forest classification and implementation conditions should be recog- nized;second,following the principles of sustainable forestry development and regional and environmental requirements,operational planning should be made;thirdly,research and new technology extension should be given high priority.These measurements will push for- est classification.
