景乡一体化:內涵、原则及实践——以昆明市西山风景区为例

Implications,Principles and Practice for Integrating Scenery with Countryside:A Case Study of Kunming West Hills Scenic Spot

景乡一体化的实质是通过"景乡一体"的建设和管理模式达到:乡村社区居住环境景区化、乡村社区基础设施景区化、乡村社区基本福利城镇化等目标,让乡村社区与景区共享旅游发展的成果。按照"乡村景区化、农业产业化、农民员工化、管理一体化、生活城市化"的建设原则,文章以昆明市西山为例分析了景区实施"景乡一体化"的可行性与必要性,提出了"健全管理机制、加强基础设施建设、提高乡村旅游发展水平、建设休闲产业发展集群"的"景乡一体化"工作内容和阶段性实施步骤,最后从机构、政策和资金三个方面提出了景区实施"景乡一体化"的保障措施。

The integration of scenery with countryside aims to construct the beautiful landscape of the rural living surroundings and rural community facilities and to realize the urbanization of the rural community welfare,that is,a sharing of the tourism development of rural communities and scenic spots. Following the principles of ＂rning the countryside into scenic spots,industrializing agriculture,training farmers into workers,integrating management means and realizing the urban lifestyle＂,the paper gives an analysis of the feasibility and necessity of ＂Integrating Scenery with Countryside＂ based on a case study of Kunming West Hills Scenic Spot. The paper brings up the proposal of ＂perfecting the management mechanism,strengthening the construction of basic facilities,promoting the rural tourism,and constructing the group industry of entertainment as well as its guarantee measures in terms of institutions,policies and funds.
