摘要
本文从科技条件建设的基础作用、制约因素及如何发展等三个方面，阐述了在新形势下中国水产科学研究院针对国家对科研机构改革的要求，为科技创新和改革发展，如何调整思路、统筹规化、利用有利时机，做好科技条件建设工作。
In order to meet the need for the reform of scientific & technological
system, it is presented that Chinese Academy of Fishery Sciences should adjust its sense,
make overall planning and take the advantage of helpful chance under the new situation to
improve the construction of scientific & technological services and lay a strong fundation for the
coming existance and development. To set forth all this, three aspects are taken into account,
including the basic functions and the restricting factors of the scientific & technological
services, as well as how to develop it.[
