西部农村公共文化服务发展问题及思路探讨

Discussion on Development Problems and Strategies of Rural Public Culture Service in Western China

农村公共文化服务是事关农村经济、政治、文化、社会建设和发展的、全面的、长远的、完整的系统工程。从全国范围来看,建立覆盖全社会的公共文化服务体系重点在农村,难点在西部。西部农村地区由于受特殊的自然环境和落后经济条件的制约,公共文化产品和服务尤为欠缺。只有从整体上对西部农村地区进行战略规划,实施农村文化战略,建立健全农村社会公共文化服务体系,才能为其新农村文化建设指明方向。

As a developing,comprehensive,long-term and complete systematic engineering,rural public culture service is of vital importance to rural economic,political,cultural and social construction.On the nationwide scale,the emphasis of establishing a public culture service covering the entire society is in rural area,while the difficulty is in western China.Due to its special natural conditions and backward economic development,the western rural areas show an extreme lack of public cultural products and services.Only through an overall strategic planning for western rural areas,the implementation of rural cultural strategy and the establishment of a sound rural public service system could the new countryside cultural construction in western China be clearly directed and guided.
