地方人大常委会是本级人民代表大会闭会期间行使地方国家权力的机关,其职权法定,在所有职权中,重大事项的决定权占有重要地位。决定权行使过程中应当遵循依法行使、公开、效率原则,并要处理好其与领导权和行政权的关系。决定权的行使还需要一定的制度予以保证,所以应当建立调查研究、听证等制度进行保障。
