外商直接投资、人力资本对中部六省内生经济增长贡献的实证分析

An Empirical Analysis of the Contributions of Foreign Direct Investment and Human Capital to the Endogenous Economic Growth in the Six Central Provinces

改革开放以来,中部六省在全国经济总量中的比重不断下降,出现了"中部塌陷"的现象。要实现中部崛起,积极吸引外资,充分发挥外资的促进作用是实现中部崛起的一项重要战略。基于此,笔者以FDI、人力资本对中部六省内生经济增长的作用为研究对象,通过建立FDI、人力资本与中部六省经济增长关系的面板数据模型,运用中部六省的数据对模型进行计算和检验,研究发现中部六省目前尚未走上内涵式增长道路,人力资本存量对经济增长的促进作用尚未显现;六省FDI引进对各省的人力资本增长没有起到促进作用,FDI技术外溢效应的发挥受到六省人力资本状况不佳的制约。因此,扩大FDI的溢出效应,加大人力资本投资是实现中部崛起的重要战略措施。

Since the reform and opening up,the economy of the six provinces in central China has been declining continuously,and there arises the ‘Central Downfall’ phenomenon.To achieve the ‘Central Rise’,attracting foreign capital and exerting the function of foreign capital fully is an important strategy.For this reason,the authors study the influence of FDI and human capital on the endogenous economic growth of the six central provinces,build the panel data model for the relationship between FDI,human capital and the endogenous economic growth of the six central provinces and measure and test the model with the data from the six central provinces.The research finds that the six central provinces are not on the way of connotative development yet,the effect of human capital stock on economic growth has not yet appeared,the introduction of FDI in the six provinces has not promoted the growth in human capital,the poor condition in human capital in the six provinces constrains the exertion of FDI spillover effects.Therefore,expanding FDI spillover effects and increasing investment in human capital are important strategic measures to realize Central Rise.
