高技能人才是我国人才队伍的重要组成部分,随着经济全球化趋势深入发展,科技进步日新月异,我国经济结构调整不断加快,人力资源能力建设要求不断提高,高技能人才工作也面临严峻挑战,高技能人才的总量、结构和素质还不能适应经济社会发展的需要,转变现有的人才培养体制迫在眉睫。政府作用的唯一性和不可替代性,决定了在高技能人才培养中的要大力挖掘政府角色的资源,以应现状。

In China, high-skilled talents are important part of talent team. With the trend of economic globalization, the progress in science and technology develops rapidly. China＇s economic restructuring continues to accelerate and the requirements of human resources capacity-building are continuously improved, so the skilled talents are facing working challenges. The amount of skilled personnel, structure and quality also cannot adapt to the needs of the development of social economy, therefore, changing existing talent cultivation system is imminent. The function of government is unique and irreplaceable in high-skill talents cultivation, so the role of government should be highly played to meet the status quo.
