新型农村合作医疗制度改革的基本经验总评

自从新型农村合作医疗启动试点以来,在各级政府的领导下,各有关部门共同努力,广大农村居民积极参与,新型农村合作医疗工作取得了显著成效。它的制度也一直在不断完善与改革中,其基本经验可概括为:建立了真正意义上的农村医疗保障制度;坚持了中国特色农村医疗保障制度的自愿合作原则;较大地提高了农村医疗卫生服务公平性程度;取得了较好的农村医疗卫生服务效率。传承和运用这些基本经验,对新型农村合作医疗的可持续发展大有裨益。

Since the new rural cooperative medical system reform was made in 2003,the experience can be summarized in four aspects.The objectives of the rural cooperative medical care have been changed.The principle of voluntary participation in rural medical security system characteristic of China has been adhered to.Equity in rural health services has been greatly improved.High efficiency of rural health services has been achieved.All of the above-mentioned experience will definitely contribute to the sustainable development of new rural CMS.
