摘要
政府资助的产业技术研发项目对推动国家产业技术创新,提高国家科技竞争力具有重要作用。如何科学遴选符合国家目标的优秀项目,合理分配和优化科技资源、强化项目过程管理是世界科技管理部门都非常关注的重要议题。本文在阐述、分析日本经济产业省大型研发项目立项评估程序、方法及指标体系的基础上,提出了加强和完善我国国家科技重大专项项目管理的相关建议。
Industry-oriented RD projects funded by government play an important role of promoting national technology innovation and enhancing ST competitive capabilities.ST administrators in the world give the utmost attention on project selection,the assignment of national grants and process management.This paper presents and analyzes the procedures and evaluation indexes of the project selection conducted by METI.It puts forward the suggestion for the improvement of Chinese national ST major projects.
