县委书记权力风险规避机制探析

The secretary of a county committee of the CPC is a post of high rank and power,but also faces increasing risks and would be sloughed into corruption in case of any negligence.How to avoid the power risk for secretaries of the CPC county committees thoroughly？ We must establish and perfect a whole set of power risk avoidance mechanism,which should comprise reasonable deconcentration and establishment of power allocation mechanism,higher ＂cost＂ of corruption and innovative mechanism for power restriction,better democracy and leader promotion mechanism,effective power balancing and supervision mechanism,reasonable rewards and punishment and establishment of stimulation and protection mechanism.
