摘要
加快经济发展方式转变是中央作出的重大战略部署,政绩考核评价机制是转变经济发展方式的指挥棒。构建促进经济发展方式转变的政绩考核评价机制的着力点是:在政绩考核评价操作上,从注重"过程规范"向注重"结果运用"转变;在政绩考核评价指标上,从注重"经济增长"指标向注重"综合性"指标转变;在政绩考核评价方式上,从以"内部考核评价"为主向以"第三方考核评价"为主转变;在政绩考核评价制度上,从注重"政府保障"向注重"法律保障"转变。
To accelerate the transformation of economic development mode is an important strategic policy enacted by the Central Government,and the performance evaluation mechanism is a baton for this transformation.To build up a performance evaluation mechanism promoting the transformation of economic development mode,we ought to do well the following jobs: in the operation of performance evaluation,emphasis should be transformed from "process normalization" to "result application";in the indexes of performance evaluation,from "economic growth" indexes to "comprehensive" indexes;in the primary method of performance evaluation;from "internal evaluation" to "third-party evaluation";and in the institution of performance evaluation,from "government guarantee" to "law guarantee".
