Foreign direct investment and industry clusters are both important force for regional economic development,and the interactive development of them can not only overcome the limitations of their own,but also coordinate all the interests conflicts.Therefore,we must establish the basic idea of interactive development,taking respecting each other＇s internal needs and the development law as the starting point,on the one hand,adjust the policies of using foreign direct investment in accordance with the need of the development of industrial clusters,and on the other hand,adjust the industrial cluster development model in accordance with the decision-making rules of foreign direct investment.
