摘要
The administrative area division is a basic means of the state governance. It is the space arragements of a state’s administrative polity and relates to the national interests distribution for and between the local areas. Russia’s administrative area division has experienced the autocratic monarchy period,Pre-Soviet Union period and contemperary reform period. Such development and transformation has permeated the factors of politics,culture and nationality. It is now the development and transition period of Russia federation. Dealing with the administrative division and local automatic issue well,it is benefit to safeguard the unity of the Russia state,to guarantee the effective operation of the different level’s governments,and to set up the coordinate mechanism between the administrative areas. Thus it can guarantee the identity,diversity and order of the federation and administrative areas. It is also benefit to construct Russia’s civil society.
