随着财政上省直管县改革试点的日趋成熟,"省直管县"体制的整体综合改革势在必行。地级市作为省县的中间层次,处于改革的焦点位置,利益流出在所难免,影响之大可想而知,这将极大地考验地级市及官员的承受度。因此,地级市应采取积极的态度,端正认识、统一思想,科学调整地级市行政区划,合理定位地级市功能,实现政府职能有效转变,发展地级市中心城市的竞争优势和优势产业,以品质提升中心城市品位,以期在"省直管县"的格局中取得新优势,谋求新发展。

The effects could be imagine, which will greatly test the tolerance of prefecture-level city and officials. Therefore, the prefecture-level city should adopting a positive attitude, correcting understanding and unity of thinking, adjusting prefecture-level city administrative divisions scientific and positioning prefecture-level city function reasonable, changing government＇s function effectively, developing prefecture-level city＇s competitive superiority and industries to improve the quality of central city grade, with a view to ＂direct control of the county＂ to obtain a new advantage, seeking new development.
