传承人调查认定看当前“非遗”保护工作中存在的问题

Issues in Implementing the ICH Protection Seen through the Investigation and Identification of Inheritor

本文以非物质文化遗产保护工作中的传承人认定为中心,结合田野调查个案、工作实践以及当前一些普遍现象进行分析,作者认为,"非遗"保护工作中存在执行者对非物质文化遗产性质和价值认识的不足,专家意见没有充分起指导作用,因而在认定和制定政策中忽视了传承人的主体性,忽略了活态传承的重要性,使保护缺乏全面性考量。

Based on my field study and working experience in related affairs,this paper investigates the issues in the identification of Intangible Cultural Heritage inheritors.My main argument is： since the administrant and executor of ICH protection project lack of sufficient understanding of the project itself,and the ideas of researchers and experts could not be completely accepted to instruct the work,the inheritor＇s subjectivity and the significance of living transmission are both neglected in formulating policies and identifying inheritors.
