目前的农村基层政权组织仍属于传统的以管制为本质特征的全能统制型的政府行政范式,其单向度功能表现强烈,而且在市场经济中出现谋利倾向或行为。为适合时代要求,新型农村基层政权组织的角色必须从单向度功能向双向度功能转变,全权全能体制向有限型体制转变,同时还有赖于各级政府职能的转变。

At present,the rural grass-roots political organization is still in control of the traditional government administration paradigm of all-round control type.Not only its one-dimensional function is obvious,but also it shows the tendency or the behavior of seeking profit in the market economy.The role of new rural grass-roots political organization in the market economy should transform to two-dimensional function from one-dimensional function,and from versatile system to the limited system.
