当前国际贸易保护主义对我国的影响及应对策略

The influence and countermeasures of trade protectionism in China

国际金融危机爆发后,贸易保护主义悄然在世界范围内蔓延,使以自由贸易为特征的世界多边贸易体制受到了强烈的冲击。从形式上看,反倾销、反补贴、保障措施以及技术壁垒、绿色壁垒、蓝色壁垒等非关税壁垒是当前贸易保护主义的主要手段。我国是近年来遭遇贸易保护主义最严重的国家之一,愈演愈烈的贸易保护主义给我国的企业、产业和国民经济发展造成了严重影响。自由贸易与贸易保护始终是对外贸易政策的两个基本方向,在世界经济出现衰退的情况下,贸易保护主义就有可能抬头。因此,我国不但要有长期应对贸易保护主义挑战的思想准备,更要根据形势的变化及时研究和制定有效的政策措施,一是利用多边和双边协调机制,加强国际合作,反对贸易保护主义;二是建立和完善应对贸易保护主义的有效机制;三是推进贸易发展方式转型升级,形成内需外需协调发展的新格局。

With the outbreak of international financial crisis,the multilateral trading system has been seriously affected by trade protectionism which is mainly represented by anti-dumping,countervailing,safeguard measures and non-tariff barriers such as technical barriers,green barriers and blue barriers.As trade protectionism has produced negative impact on China’s enterprises,industries and national economic development,the following policies and measures are necessary and effective to meet the challenge:enhancing international cooperation by using multilateral and bilateral coordination mechanisms;establishing an effective mechanism to cope with trade protectionism;developing a new pattern of coordinative growth of domestic and external demand on the basis of transformation and upgrading trade development mode.
