摘要
目的医药卫生体制的改革,必然要从根本上改变医院"以药养医"的收益结构,在医疗服务价格有限上升、可控成本不断上扬、财政难以补偿医院的严峻形势下,公立医院要生存和发展,就必须改革传统的运营体制,而要改革,就必须取得全体员工的支持与响应。为使全体员工适应并积极参与医院的改革,就必须采用行之有效的办法调动员工的工作热情及创新潜能,提高工作效率及质量。方法从医院实际出发,组合应用各种绩效考核方法,创造性设计了连州市人民医院绩效考核体系,运用绩效考核计算机软件系统对全体员工的工作绩效进行全面的、周期性的(每月)的考评和激励。结果通过对全体员工的工作绩效进行全面的评核并与医院的用人及分配挂钩,取得了显著效果,全体员工的工作热情和创新意识明显增强,医院获得了经济和社会效益的双丰收。结论具有科学、实用、双向互动、准确、快捷的优点,
Objective To enable all employees to adapt to and actively participate in the hospital reform,effective ways are used to arouse their working enthusiasm and innovative potential for working efficiency and quality improvement.Methods Creatively design the performance appraisal system based on the actual situation of hospital,synthesize different appraisal program,and use the performance appraisal system software to conduct a comprehensive,periodic(monthly) evaluation and motivation to all staff.Results Through the comprehensive assessment of staff's work performance and translate it to hospital personnel and distribution result,remarkable progress has been achieved.The entire staff working enthusiasm and innovative awareness have been significantly enhanced.The hospital acquired both economic and social benefits.Conclusions Its advantage is scientific,practical,bidirectional interaction,accurate and fast.
