区域主体功能区规划研究进展与展望

Review and Prospect of Regional Main Functional Areas Planning

从规划理论和技术方法两个层面对近5年区域主体功能区规划研究进行了总结和梳理。研究不足表现为考虑因素不够充分;因素之间存在信息交叉和重叠,区分度不够;以GIS为代表的现代空间信息分析技术在规划中的应用不够深入。研究的关键与焦点在于一是如何打破行政区的束缚和限制,二是如何科学合理地确定开发类功能区和保护类功能区的划分阈值点。未来研究应从三方面进一步展开:构建科学的规划模型;基于模型构建一套系统的规划技术方法体系;以GIS为支撑开发区域主体功能区规划支持系统。

The studies of regional main functional areas planning in the past five years were reviewed from planning theory and technical methods in this paper. The main problems include inadequate consideration, crossing and overlapping of information between factors, the application of GIS which is the representative of modern spatial information technology is not deep enough in planning. The key focus of research should consist of two aspects： one is to break the constraints and restrictions of administrative district, the other is how to scientifically and reasonably determine the threshold point between the development class and protection class in main functional areas planning. Three contents for future research should be carried out： to build scientific planning model, to build a systematic planning technique methodology based on planning model, to develop the planning support system for regional main functional areas by integrating planning model and planning technical methods based on GIS.
