摘要
黑龙江省服务外包业发展中存在着人员流失严重,高素质专业人才缺乏;产业分散,集群效应难以充分实现;政策法规支持力度不足,外部环境不够完善等问题。培育与发展的对策是:加大人才引进力度,鼓励人才培养创新;发挥产业园区集群效应,促进资源利用;优先扶植重点产业,发挥品牌效应;加大政府和政策法规的扶植力度。
The problems in developing Heilongiiang service outsoureing are serious loss of staff and lack of high-qualified professionals, scattered industries hard to form cluster effect, imperfect outside environment, and lack of support in policy and regulation. Hence, the cultivating and developing strategies are to increase introduction to encourage innovation in talent cultivation, play duster effect of in- dustrial park to promote resource utility, support leading industry to take the part of brands, and increase support from the government and policy and regulation.
