摘要
通过从数量、特点、决定因素等方面对黑龙江省的农村剩余劳动力转移问题进行了分析,发现阻碍农村剩余劳动力向城镇转移的因素,就是那些迁出地的拉力和迁入地的推力,具体来讲,主要是观念保守、农村剩余劳动力的素质仍然较低、制度保障缺乏等。强化农村剩余劳动力的转移工作是解决农村劳动力过剩问题的根本出路,而加强剩余劳动力转移的关键则在于消除农村中的拉力因素以及城镇中的推力因素。
This paper analyzes the transfer of surplus rural labours from quantity, character and determinants in Heilongjiang Province, and finds out that the factors limiting transfer of surplus rural labours are the attraction from emigrant areas and the repulsion from im- migrant ones, namely, the conservative ideas, inferior quality of surplus rural labours, and lack of system guarantee. To strengthen trans- fer of surplus rural labours is an essential way to solve surplus rural labours, while the key to increasing transfer of surplus rural labours is to remove the attraction from the rural areas and the repulsion from the town.
