摘要
在欧盟的一体化进程中,经济和货币联盟的建立具有非常重要的意义。统一货币欧元的发行和货币联盟的运行,标志着成员国货币政策已经近乎完全统一。从一体化角度看,高度的货币政策一体化,要求高度的财政政策一体化;另一方面,从成员国角度看,高度的货币政策一体化,要以成员国财政政策一定程度的自主权为补充,才能体现欧盟一体化的渐进性。
The establishment of the European Economic and Monetary Union plays an important role in the process of European integration. The monetary policies of member states are nearly integrated with the issuance of Euro and the operation of EMU. The author contends that on the one hand high integration of monetary policies imposes a high integration upon fiscal policies; on the other hand there should be certain fiscal autonomy for member states since they are discrepant in development.
