摘要
“九五”计划和２０１０年远景目标的实现是保证我国国民经济持续发展的宏伟蓝图，水资源作为国民经济的基础产业，有着举足轻重的作用。本文针对水资源存在“水多为患，水少成灾，水污染祸延子孙，水土流失贻及后世，工农业用水过量的种种麻烦从四面涌来”的实际问题，借鉴国外保护水资源的先进经验，提出了相应的对策。
Realization of 'Project 9.5' and 'Prospective Goal in 2010' is a great blueprint which ensures lasting development of natinal economy of China. The water resource plays an important role in fundamental industry of national economy. Drawing lessons from advanced foreign experiences in protecting water resources, this article put forward corresponding countermeasures ,aiming at the present reality that too much or too little water can cause crisis, polluted water and soil erosion may badly affect future generations and all kinds of trouble from excessive use of water in industry and agriculture are challenging people all around.
