摘要
构建区域义务教育均衡发展监测指标体系的现实条件包括国家推进义务教育均衡发展的相关政策、各级政府进行义务教育均衡发展监测的实践经验、义务教育均衡发展监测指标研究的理论成果。基于安徽省的教育政策实践,本着易懂、易测、易得和可信、可行、可比的原则,对区域义务教育均衡发展指标体系进行框架设计,并探讨如何监测区域义务教育均衡发展状况。
The realistic conditions constructing monitoring indicators system of balanced development on regional compulsory education are as follows: the relative policies which our government puts forward the balanced development of compulsory education, practical experience which all levels of governments monitor balanced development of compulsory education, theoretical achievements of the research on monitoring indicators of balanced development on compulsory education. Based on the practice on educational policy in Anhui Province, taking the principles of understandability, measurability, availability, believability, feasibility and comparability, we have carried through frame design to indicators system of balanced development on regional compulsory education, and explored how to monitor the development status of regional compulsory education.
