Study on Stable Promotion of Industrial Chain of Circular Economy Based on Government Supporting

循环经济产业链的良性运行,既离不开发挥市场机制的基础性作用,也需要加强政府的支持。循环经济产业链升级过程中政府补助力度不足、信息沟通渠道不畅、资源配置机制缺乏、法律支持体系滞后等问题,以及信息机制支持、全新领域引导、资源配置优化的必要性,客观上都要求加大政府的支持力度。因此,必须通过构建以政策法规和征税制度为主体的相关制度环境,建立以监测网络和评估机制为核心的信息交流平台,完善以技术创新和人才培养为重点的技术研发体系,从内在动力机制和外在发展环境出发,全面促进循环经济产业链的稳固升级。

The industrial chain of circular economy depends on the primary role of market mechanism as well as the more supporting of the government.Because in the promotion of industrial chain of circular economy,it exists some problems as the followings,such as insufficient government subsidies,poor communication,absent resource allocation systems,lagging legal supporting system and other issues,moreover,the supporting of information mechanism,the guidance of the new field,and the optimization of resource allocation,all which objectively require the increasing government supporting.Therefore,must by constructing the relevant environment regarding the regulations and tax system as the main body,we should establish the information exchanges terrace with the control of network and evaluation mechanism at the core,and complete the technology research focusing on technological innovation and personnel training.Therefore,we could develop all-round the stable promotion of industrial chain of circular economy from the inward driving power and the outward trend.
