气候变化相关的技术转让问题是涉及到全人类福祉的实现问题,知识产权制度不应当成为应对和适应气候变化的障碍。建立专项基金、重新审视和完善TRIPS协议的内容、加强区域合作等是气候变化相关的技术转让制度未来发展的重要选择。作为发展中国家,中国在面对气候变化相关的技术转让问题时,应继续坚持正确的知识产权观,积极参与国际技术转让制度的改革与发展,并同时加强自主创新。

The technology transfer issues in climate change are related to the realization of the well-being of humans.The intellectual property system should not become the obstacles to coping with and adapting to climate change.It is the most important choice for the future development that we should establish the special fund,re-examine and improve the contents of the TRIPS,and enhance regional cooperation on technology transfer system related to climate change.As a developing country,in face of the issues,China should continue to adhere to the correct attitude of intellectual property rights,actively participate in reforming and developing the system of international technology transfer,and strengthen the independent innovation of the technology related to climate change.
