摘要
俄罗斯在向法治国家迈进的进程中,公民权利保障的基本制度得以建构并日益完善,这主要表现在将人的自由和权利确立为法律的最高价值以及依法控权来保障公民权利上。未来,俄罗斯法治将更加彻底地贯彻个体权利至上原则;规范权力的运行,保障权利不受侵蚀并对外国人的权利给予足够的保障。
In the process of becoming a rule-by-law country,the basic system of protecting citizen＇s right is improved in Russia,which is embodied in establishing people＇s freedom and right as the supreme value of law and protecting citizen＇s right with law.In future,Russian rule-by-law practice will further individual＇s supreme right,regulate the implement of right,protect right from corruption and provide foreigners＇ right with enough protection.
