学术自由:评价大学发展的一种新框架

Academic Freedom:a New Framework of Evaluating College Development

大学的发展水平与发展程度有赖于大学的学术自由。学术自由是大学发展的首要目的,也是促进大学发展的不可缺少的重要手段。那种狭隘的评价大学发展框架所强调的大学规模的扩大、大学结构的调整、社会效益的提高、管理手段的科学化、教学设施的现代化等等的观点,忽视了作为最高价值标准的学术自由对大学发展的影响。从大学发展的历史和本质来看,没有学术自由就没有大学的发展,大学的发展就是学术自由的不断扩展,因此,以学术自由来评价大学发展的程度,对大学的学术、规模、效益、质量、速度的全面协调发展无疑有着重要的意义。

A university＇ s level and degree of development depends on its academic freedom. Academic freedom is the leading aim of the university＇ s development and an important means to promote such development. Parr tial emphasis on enlargement of the university＇ s scale, transformation of its structure, improvement of social profits, scientization of administrative means and modernization of teaching facilities as standards of evaluating the university＇ s development results merely from ignorance of effects of academic freedom as the supreme standard on the university＇ s development. In fact, in terms of the history and essence of the university＇ s development, a university cannot hope to develop without academic freedom. In this sense, the university＇ s development stands for steady development of academic freedom.
