从地勘单位内部改制入手,剥离、分立、重组三管齐下,按《公司法》的要求夯实改制的基础,快速调整到位,脱壳成活生生的企业;之后省局审时度势,进一步促其规范运作,进行战略性结构调整,组建起有生命力的企业集团,进而实现全局地勘单位的跨越式变革。
The paper puts forward the effective method on pushing forward the establisment of new system in geological prospecting units, that is to firm the basis of reform, to ajust really well and to change the geological prospecting units into real enterprises by starting with reform internal geological prospecting units; Then, further regulating the operation, making strategical structural ajustment, forming enterprise group and fulfiling the leap reform of geological prospecting units in the whole bureau.
