The World Refining Industry towards the 21st Century

21世纪世界将进入知识经济时代,世界各国将以可持续发展战略来发展经济。新世纪的炼油工业将面临经济全球化、市场国际化、竞争白热化的挑战;生产清洁优质油品将成为大势所趋;随着石油消费量的持续增长和原油质量的下降,传统炼油技术将难以适应时代要求。然而,新世纪的炼油工业也面临三大机遇:丰富的油砂资源为炼油工业提供了巨大的发展空间;高新技术的快速发展为炼油工业提供了坚实的技术支持;天然气合成石油为炼油工业展现了光明前景。世界各国特别是发达国家的炼油工业为迎接21世纪的到来,已经或正在采取一些重大举措。中国炼油工业要在21世纪实现可持续发展,必须从实际出发,采取控制加工总量、提高产品质量、调整产品结构的发展战略,并从7个方面采取措施加以实施。

The 21st century will be characterized by the intelligent and information economy. All nations in the world will develop their economies by adopting sustainable development strategy. The refining industry in the next century will face the challenges of economic and market globalization as well as fierce competitions. It is forced to yield clean and premium oil products. With sustained increases in oil consumption and decline in inferior crude quality, the traditional refining technologies will not be able to adapt itself to meet the new requirements. On the other hand, there will be three big opportunities for the refining industry in the next century: the rich oil sand resources which will provide great potential for its development; the rapid development of advanced technology which will be solidly technological base for its development; and the gas-to-liquid synthesization which will bring the bright prospective for its development. Therefore, all nations in the world, particularly developed nations, have taken or are taking some crucial measures to meet the challenges in the next century. Based on the Chinese practices, the refining industry of China must bring the processing total under control, improve the product quality and adjust the structures of product types as well as other enforceable measures in 7 aspects in order to achieve its sustainable development in the next century.
