出口信用保险政策性职能探析——基于河北出口信用保险的数据

The policy-oriented functions of export credit insurance——Based on the export insurance data in Hebei Province

出口信用保险作为配合国家外贸、外交、财政、金融、产业政策的政策措施,从区域角度看,核心作用应发挥在配合产业政策上。本文从区域角度探讨出口信用保险作用的发挥。实现政策性业务核心职能,地方政府应强化经济政策资源意识,出口企业应强化出口风险意识,出口信用保险机构应强化专业化服务意识,目标才能达成一致,效用才会显著。

Export credit insurance as a policy-oriented measure is to coordinate with the country＇s foreign trade, foreign affairs, fiseal, financial and industrial policies. From the geographical perspective, it should play its core role for coordinating with the industrial policies. The paper discussed on how the export credit insurance could play this role from the geographical perspective. To implement this role of policy-oriented functions, local governments should strengthen their awareness for capitalizing on their resources of economic policies, export enterprise should strengthen their risk awareness while operating export businesses, and export insurance companies should strengthen their sense of specialized service. In this way,we can achieve the targets of the policy with a good effect.
