我区农村牧区基本养老保险仍处于试点阶段,问题尚存。影响其发展完善的关键在于非正式制度约束、正式制度约束、筹资困境等瓶颈问题。农牧民基本养老保险金的获取是农牧民自己具有劳动力阶段自身创造价值的补偿,非"负担"。其实现程度深受经济发展状况的影响。应正确宣传和引导农牧民参保意识和养老意识,破除农牧民养老负担思想,夯实物质基础,规范相关制度,建立健全相关法律法规,促进我区农村牧区基本养老保险的发展。

Basic Endowment Insurance in Agricultural and Pastoral Areas of Inner Mongolia is still in pilot phase.There are many problems,but the effect lies in its well-developed system of informal constraints,formal institutional constraints,funding difficulties and other bottlenecks.Farmers and herdsmen to obtain payment of Basic Endowment Insurance is their basic rights,not the burden of others.In fact,it is their own value-creating labor compensation.But the degree of realization of is impacted by the economic development.We should propagate the correct information and guide the farmers and herders insured pension awareness and consciousness,do away with the pension burden of thinking in farmers and herdsmen,develop the economy,norms related systems,provide legal protection.
