摘要
我国由政府支持下的森林保险机制刚刚起步,试点中存在诸多问题。文章从林业生产经营的特点和要求出发,阐述了森林保险制度设计的基本原则,提出了进一步完善森林保险政策和运行机制的建议,回答了实践中遇到的一些广为关注的问题,并就与之相关的配套措施进行了初步探讨。
China＇s forests by the government-backed insurance system has just started,there are many problems in the pilot.From forestry production and management characteristics and requirements of forest insurance,the paper explained the basic principles of design,proposed to further improve the operational mechanism of forest insurance policies and recommendations,answers some of the widely concerned issues encountered in practice and related supporting measures were discussed.
